He asks, "(w)hat can good look like if the strength of market mechanisms are used in concert with explicit measurement of financial returns and social and environmental impact? And what is the potential for expanded capital flows in the many substantial sectors of the economy where the combination of business disciplines for social purpose will drive better outcomes?"

He puts forward two case studies - Goodstart Early Learning and the Newpins Social Benefit Bond - that bring to life the simple power of mobilising capital for measurable good, anchored by the discipline of evidence of performance.

Mr Filocamo said the appointments also reflect FPACA's focus on sustainable, well-governed growth.

Gregg Funston, Chief Operating Officer
Gregg joins FPACA from Regis Aged Care, where he spent 15 years in operational leadership roles. Most recently, as Executive General Manager of Operations for Queensland, New South Wales and the Northern Territory, he was responsible for 35 homes, 4,800 beds, 6,000 employees, and an operating budget exceeding $500 million.
His experience includes leading the integration of major acquisitions, delivering significant operational improvements, and strengthening governance and quality frameworks across large, geographically dispersed portfolios.
Gregg will oversee FPACA's residential aged care operations, with a focus on quality, site-level leadership, and operational readiness for growth.

Rebecca Gill, General Manager Strategy & Performance
Rebecca joins FPACA from the not-for-profit sector, having previously spent more than a decade as a Principal at Boston Consulting Group, where she led digital and organisational transformations for major Australian institutions.
Most recently, as Strategic Advisor to the CEO at Teach For Australia, she led transformation initiatives that reduced the organisation's cost base and secured government funding for significant program expansion.
Rebecca will lead FPACA's strategy, transformation, and performance functions. This includes overseeing the upgrade of core business systems and the integration of future acquisitions.

For Purpose Aged Care opens doors in South Grafton

December 2025 - For Purpose Aged Care Australia officially opened South Grafton Community Aged Care on 1 December 2025, bringing 144 new residential aged care beds to the Clarence Valley region. This is the fourth new home For Purpose Aged Care Australia has opened in 2025 – yet it is one of the few new aged care facilities opening in regional Australia this year.

The sector added just 800 net new beds nationally in 2024-25 – a 60 per cent drop from the previous year – while around 5,000 additional residents enter care annually. Before the opening of South Grafton, For Purpose Aged Care contributed approximately 450 of the new beds delivered during FY25, representing 15 per cent of total new capacity nationally and 25 per cent of all new homes built.

"We are building much-needed new beds to support the people of Grafton and surrounding areas," said Group CEO Matthew Filocamo. "Many regional communities across Australia are underserved by aged care, have an ageing population, and need quality care that supports people to celebrate their later years. We are focused on strong outcomes and delivering care for olderAustralians and job opportunities for regional care professionals."

TheSouth Grafton site is expected to be fully occupied by July 2026. Around 40residents will be transferring from Catholic Healthcare's St Francis facility, which is closing. We are pleased to be able to support all of those residents giving them certainty and also a significantly higher standard of accommodation. The single-storey home features 144 beds in spacious single rooms and rooms for couples, 24/7 nursing support, a secure dementia care wing, on-site doctor's rooms and the latest 4D radar detection systems.

"We have been overwhelmed by the welcome from the community — whether through employment enquiries, interest in moving in, or partnerships with allied health colleagues and the local hospital. South Grafton Community Aged Care is a welcome addition to the community."
